(OneNote Modern is included with Surface Pro 3.) The second feature requires a software update that came as part of the June 20 Patch Tuesday updates. The first of these features was provided out-of-box with Surface Pro 3, though it only worked with OneNote Modern originally. When you do so, the captured area is pasted into a new note in Quick Notes. If you double-press the button on the top of Surface Pen while using Windows on Surface Pro 3, an overlay will appear so you can use the pen to select the area of the screen you wish to capture, or "clip".
